As of Androide 4.0 (caste), access to manage and modify APN settings has been restricted by a user application.
In order to give this application access to these settings it is necessary to make it implement a system, this is possible only if your device has Root privileges (ROOT).
* If necessary, the application will perform this operation independently (with the user's permission).
* If you want to remove the application from the system application partition in the future, all you have to do is press the menu key (physical) and select the "Remove" option (this option will appear only if the application is installed on the system applications partition).
Those without Root privileges opens a feature for manual manual installation.

If your phone isn't rooted, instruction window will be over config page, can move window, has copy button so instead of typing values you just paste them by long pressing the screen.
