Ok the idea is good, but there are pitfalls. You can easily lose data collected including photos which can only be duplicated by returning to the site. There should be a way to save vital information. Insureds will not be happy if you have to call them and tell them " I lost the photos" or other vital information. You will have no reference information if an inspection is returned or lost for some reason. You will still need to put information on paper, and you should be able to save the photos in some manner.
