Promulgating the Constitution adopted by the National Transitional Council
April 19, 2010

THE PRESIDENT OF THE TRANSITION PRESIDENT OF THE REPUBLIC BY
INTERIM

Given Communiqué No. 001 / CNDD / 2008 of 23 December 2008, bringing the actual decision
power by the National Council for Democracy and Development (CNDD)
Suspension of the Constitution and dissolution of the Government;
Considering Ordinance No. 006 / PRG / CNDD / 2008 of 29 December 2008, establishing a
Prime Minister, Considering Ordinance No. 001 / PRG / CNDD / SGPRG / 2010 of 09
February 2010 on the establishment of the National Transitional Council (NTC);
Considering Ordinance No. 006 / PRG / CNDD / SGPRG / 2010 05 May 2010, on the responsibilities
and composition of the National Transition Council (CNT);
Given the Verbal Trial of the CNDD Meeting dated January 6, 2010 designating
The Minister of National Defense, 2nd Vice President of the CNDD as
President of the Republic Acting;
Considering the Ouagadougou Agreements dated 15 January 2010, appointing Mr.
Minister of National Defense, 2nd Vice President of the CNDD as President
Republic Acting President of the Transition; Pursuant to Decree
001 / PRG / CNDD / SGPRG / 2010 of 19 January 2010 appointing the Prime
Minister, Head of Government of National Union of Transition;
Pursuant to Decree No. 003 / PRG / CNDD / SGPRG / 2010 of 3 February 2010, bringing
restructuring of the Government;
Pursuant to Decree No. 004 / PRG / CNDD / SGPRG / 2010 of 9 February 2010 appointing

of the President and two Vice-Presidents of the National Transitional Council (NTC);
Pursuant to Decree No. 014 / PRG / CNDD / SGPRG / 2010 of 7 March 2010 appointing the
statutory members of the National Transitional Council (NTC);
Given the mission statement of the National Transitional Council, dated 18 February 2010;
DECREES:
Article 1: The Constitution adopted by the National Transitional Council April 19, 2010
is promulgated in the following content:

Preamble
By its vote of 28 September 1958, the People of Guinea opted for freedom and constituted
October 2, 1958, a sovereign state:
The Republic of Guinea;
Drawing lessons from the past and the political changes since then;

THE PEOPLE OF GUINEA

proclaim:
- Its membership to the ideals and principles, rights and duties established in the Charter of
the United Nations, the Universal Declaration of Human Rights,
International Conventions and Covenants on Human Rights, the Constitution
the African Union, the African Charter on Human and Peoples' Rights and its
additional protocols relating to women's rights and the Revised Treaty of
ECOWAS and its protocols on democracy and good governance.

reaffirms:
- His desire to build in unity and national cohesion, a State of Law and
pluralist democracy.

-Its commitment to promote good governance and fight resolutely against

corruption and economic crimes. These crimes are imprescriptible.

- His will to establish relations of friendship and cooperation with all peoples of
world based on the principles of equality, respect for national sovereignty,
territorial integrity and mutual interest;

- His commitment to the cause of African unity, integration, subregional and regional
from the continent.
Free to determine its Institutions, the People of Guinea adopted this Constitution.
