I couldn't get it to actually block any app from using mobile data. This app always says every app has used 0mb, but I clearly see that it did via the system mobile data app. There are some visual artifacts when scrolling.

I had restricted an app to be used only on WiFi but it is not restricting it

It is not working of facebook lite....
Tested by shutting wifi off, running app (chrome) set to run on wifi only, and this app stopped it from switching to Mobile Data. BUT some apps appear to ignore the settings so be careful...it doesn't seem like a 100% reliable solution.
