Enlisting the Couverture Maladie Universelle (CMU) was officially launched on 30 December 2014 by the President of the Republic. Since then, more than a hundred registration centers were opened to the people who are invited to attend. However, given the low rate of attendance at these centers, CNAM considered, in collaboration with its technical partner, innovative ways to make pre-enrollment.

Enrollment consists of collecting to future policyholders CMU, biometric and biographical data to issue them an insured individual card. This step requires that people go in either a fixed enrollment center or in a mobile enrollment center.
However, this step is often considered long, and people apprehend too long queues.
Thus ISD has developed two pre-enrollment modules namely: the "pre-recruitment" on the website and a "mobile".
From these modules, the applicants inform the registration form, Prints detail with 2D code generated for the web version and present the 2D code generated on the smartphone and go thereafter with an enrollment operator getting caught fingerprints and photo. They also need to present themselves with the requested documents to be scanned and stored in the insured's file, namely:
- The extract of supplementary birth certificate or judgment;
- The identification valid (CNI, identity certificate, passport, residence permit, consular card, etc ...);
- The certificate of employment (bearing the registration number CNPS) or certificate of attendance at the posts;
- The act of marriage;
- The certificate, decision, order or the pension statement;
- The act of parental authority (for those aged under 18 and unaccompanied) or copy of the receipt of enrollment of the insured pays (if not insured payer);
- The photocopy of the ID of the insured (if not insured payer).
