When giving state capital options, they should all be from that state. It's pretty easy to determine that Indianapolis is not the capital of Hawaii for example.

This is a great way to learn your states and state capitals. The only thing I don't like about it is that it only let's you have 30 questions at the most. So you can't guess all 50 states.
