Small WOL - Wake On Lan
It's very small, full featured utility (75 KB) to wake up devices connected to a local area network (LAN) or wide area network - internet (WAN) from smartphone.

In order to wake up device in the local network, only device "MAC (physical) address is required.
Enable the “Wake on LAN“ or “Power on by PCIE/PCI” BIOS option on your PC motherboard. Also, you need to enable “Wake on Magic Packet” in a advanced properties of Ethernet controller and the “Allow this device to wake the computer” and “Only allow a magic packet to wake the computer” checkboxes are must be enabled in a power management properties of Ethernet controller.
To wake up over internet your router must have a static IP and you have to setup port forward in the router for any packet from 9 or any chosen port to your target device.
