At what point do I win the game? By the time I filled in the map I had 270+ electoral votes. Do I have to beat the AI in every state?

No one would win a round, but it still gave it to the AI. I also had California, the state that gave a chance. And for some reason it made us play for it again. And i lost. Why? Shouldn't I only be redoing the undecided states?
